Centre County Salary Board approves April 16 minutes and sets pay rate for sheriff’s department hire

The Centre County Salary Board convened at 10:00 a.m. April 30 at the Willowbank Office Building in Bellefonte and approved two routine items: minutes from its April 16 meeting and a personnel pay rate submitted by the sheriff.
Sheriff Bryan Sampsel asked the board to approve a pay rate of SG-04C(03) — $18.42 per hour — for Melissa A. Fernburg, who is being appointed full time as a Department Clerk 3 (position control #21146, non-exempt). County documents in the minutes list the appointment as effective May 4, 2026, pay period 11, and record estimated salary budget savings for 2026 of $510 and annualized savings for 2027 of $880 to Department 211. On a motion by Sheriff Sampsel, seconded by Commissioner Steven Dershem, the board voted unanimously to approve the rate.
Earlier in the meeting Controller Jason Moser moved and Commissioner Amber Concepcion seconded a motion to approve the Salary Board minutes from April 16, 2026; the board voted unanimously to adopt the minutes. The meeting record notes attendance by Commissioner Mark Higgins (chair), Commissioner Amber Concepcion, Commissioner Steven Dershem, Administrator John Franek Jr., Controller Jason Moser and Executive Office Supervisor Erin Good, along with listed county personnel and two guests, Mike Messina and Greg Scott. There were no public comments.
