Board told to adopt emergency Title IX policy after federal rule changes

District administrators warned the Random Lake School District board that recent federal changes to Title IX will require the district to adopt an emergency policy to meet an Aug. 1 compliance deadline.
Administration said staff spent more than an hour with policy counsel and policy consultants to digest an expanded Title IX definition of protected classes and a more prescriptive investigative process. According to administration, the board will be asked to give emergency approval at the July meeting so a more complete policy and committee review can occur in August.
"We are going to have something for you to view next month ... we have to have something in place by August 1," administration told the board, adding that the district will present an emergency policy for the board to accept and then return it for fuller committee review and a second vote in August.
Board members raised concerns about federal direction and local control. Board member Chuck said the changes feel ‘‘beyond what our social norms in this community are about’’ and warned of possible legal consequences if districts do not adapt; another member noted that a different district had received a permanent injunction after resisting federal requirements, which served as a cautionary example during the discussion.
Administration said it plans to route a draft policy first to the policy committee for suggestions and then to the full board for the emergency adoption necessary to satisfy the federal timeline. The board did not take a final vote on Title IX at the meeting but set the timeline for a July emergency action and a fuller August review.
