Board to consider removing Church Street parking lot from facility-use policy

Deputy City Manager Lance Vicor asked the board to consider ordinance 02610, which would repeal Ordinance 6520 and remove the Church Street parking lot from the city’s short-term facility-use policy.
Vicor said the Church Street lot — donated by Visit Hot Springs and improved by the city — contains roughly 55 spaces and had been added to the facility-use policy to allow nonprofits and other groups to reserve it at a reduced rate. Since adoption of the city’s paid-parking policy amendments, the lot has transitioned to unregulated free parking, and the city now operates a community resource center at 109 Hopson that offers indoor space with heating, cooling and restrooms better suited for social-service activities.
Vicor said the recommended repeal would revert the lot to general parking use rather than retain it as an event space; he told the board that groups such as the Fourth Saturday giving team could use 109 Hopson instead. Board members who asked questions were told the change responds to operational shifts and the availability of alternative space. The item was introduced for formal consideration at the March 3 meeting.
