James Hardage told the board the property, in District 3 and owned by Kenneth and Belinda Walters, has been under a planning-file review since 2016 with repeated notices to repair missing or damaged windows, a failing roof and a collapsing rear porch. Hardage said the owner obtained some permits and removed a back porch in 2022 but undertook no further repairs and no additional permits have been issued since.
Hardage said the structure meets the Hot Springs Property Maintenance Code section 111 and Arkansas Fire Prevention Code Volume 2 section 116 definitions for unsafe conditions and that, given the extent of deterioration and the owners’ lack of repairs, staff recommends razing and removing the building. Photos of the structure were included in the board packet.
Ending: No formal vote was taken at the agenda meeting; the condemnation resolution (R2651) was introduced for consideration at the board’s March 3 meeting, when the board may take action and staff will provide cost and procedural details.
