Seminole County commission approves special events and rezonings, denies unpermitted workshop variance and a right-of-way vacation

Seminole County commissioners handled a series of routine and contested items on Jan. 14, approving permits and rezonings while rejecting or deferring several land‑use requests that drew neighborhood opposition.
The board approved the consent agenda and unanimously approved a 12-day special-event permit for the Waka Island Spring Fling and paint-out, allowing limited amplified sound for specific events and capping attendance at 395. Planning staff said the event is consistent with previous approvals and the site's development order.
On land-use decisions, the commission unanimously upheld a Board of Adjustment denial of variances for an unpermitted workshop built at 1220 George Street. Planning staff told the board the applicant had not provided sufficient evidence to meet variance criteria; the owner's family described health and mobility needs for the structure, while neighbors complained about unpermitted construction, drainage and proximity to property lines. The board voted to uphold the denial.
In another contentious matter, the board denied a petition to vacate a portion of Panther Street in the Black Hammock area. Multiple neighbors and adjacent property owners opposed the vacation, raising access, wetland and ongoing litigation concerns. Staff and the county engineer said a drainage‑study is underway for the area and the board opted to deny the vacate without prejudice, allowing the applicants to reapply after basin‑study conclusions.
The commission approved, 4–1, a partial vacate of an undeveloped portion of James Drive adjacent to the Jamestown subdivision while retaining a 24‑foot strip for utilities. The decision followed comments from the St. James American Methodist Episcopal Church and project proponents who said the partial vacate would support restoration/rehabilitation of the historic Ovito Colored School (a museum project) while preserving the utility corridor.
The board approved a Sanford commercial plan development rezoning from C2 to PD that will allow commercial uses (applicant said they anticipate one restaurant with a drive-through and another commercial use). Staff noted the site contains wetlands and floodplain; the applicant said mitigation credits had been secured and the board approved the rezoning with conditions tied to required floodplain and mitigation work (vote 4–1).
An Eagle Pass rezone request (A1 to C3) was continued to Feb. 11 at the request of staff so county and consultant engineers can complete stormwater review of a major conveyance ditch on the site. The commission also authorized the county attorney to pursue a tax-deed purchase of a vacant parcel (the "Hack" property) at public auction so the county could secure land needed for Midway drainage improvements.
