Board tables Goal 2 monitoring report amid questions about IEP gaps and co-teaching

Dr. Roberts and staff credited progress to districtwide efforts including curriculum fidelity, job-embedded professional learning, and a cultural-responsiveness framework (GLEAM). The presentation noted increases in multilingual learners and cited early indications of progress in sixth grade.
Board members pressed for greater clarity and disaggregated data. Several trustees highlighted a persistent performance gap of more than 20 percentage points between Black/Latinx students and peers with IEPs; they asked for a campus-by-campus, IEP-by-IEP analysis to assess whether goals and monitoring are appropriate and being executed.
Staff described immediate and longer-term responses: targeted autopsies of campuses flagged by the isasp (ISSP) results, a renewed emphasis on co-teaching models (for example, lead-teach/assist arrangements), and deeper data collection on multilingual and IEP populations. Staff said some adjustments would be urgent and persistent for the coming year.
After discussion, trustees moved to amend the monitoring report to include named future actions (co-teaching expansion, systemic special-education analysis) and tabled item D1 to allow staff to revise the report and return it to consent at the next meeting. The motion to table D1 passed by voice vote.
Next steps: staff will add the board-requested actions to the report, produce more detailed disaggregations for future monitoring, and return a revised report at the next scheduled board consent meeting.
