Board reviews student-transfer report; one county transfer denial upheld by state

Miss Klein presented the Fayette County Schools’ required annual transfers report at the July 15 board meeting, telling trustees the district approved the transfers for the year and has one county-to-county denial that the state Department of Education upheld.

Klein said the report in the board packet lists intra-county transfers and students who moved into or out of the county. “We have approved all of our transfers,” she said, and added that one denial involved a student with repeated discipline issues who had been unsuccessful in an alternative placement; that denial was appealed and ultimately upheld by the state.

Board members asked several follow-up questions. Trustees sought clarification on the meaning of transfer codes labeled “parent choice,” the district’s ability to track students who leave for charter schools or homeschooling, and how Hope Scholarship participation interacts with district enrollment. Klein explained that ‘‘parent choice’’ is often a free-text reason entered on transfer forms, that state reporting and local coding limit the district’s ability to provide exact counts for charter or private transfers, and that Hope Scholarship notices of intent use separate codes and reporting procedures.

On athletics, Klein said rule changes under WSSAC allow transfers for athletic reasons in some cases and described subsequent restrictions on repeat transfers. She also noted that some students can be coded as half-time or recorded with specific enrollment codes when participating in district classes while receiving Hope funds.

The board did not take further action on the report beyond questions and discussion; the transfers report will be submitted to the state Department of Education as required.
