Boyle County hires new animal control officer, pauses TNR program during staff leave

Animal control director Jessica Joseph updated the Boyle County Fiscal Court on staffing and operations.
Joseph introduced Devin Carpenter as the new animal control officer who began work May 8 and is undergoing training. The department said Carpenter will go on call once training is complete.
Director Joseph and magistrates noted changes to the animal-shelter program: the trap-neuter-return (TNR) program will be paused beginning May 14 to accommodate a staff member's maternity leave; the shelter will continue to respond to sick or injured animals and other emergency calls. The humane society will continue to provide rehoming services for adoptable animals and the shelter announced it will require animals to be spayed or neutered before adoption except in extenuating circumstances. The shelter also reminded the public that a $5 microchipping service is available (donated supplies) and noted an upcoming career-day appearance at Junction City Elementary School.
The court accepted the animal-control report by motion. Officials asked the public to use private removal services for routine wildlife issues and clarified the shelter's limits under state statute regarding wildlife rehoming.
Next steps: the shelter will recruit two kennel cleaners and finalize operational details for TNR resumption after staff return.
