Chillicothe council suspends rules, adds agenda items and adopts transit policy plus two emergency ordinances

Chillicothe City Council voted unanimously to suspend its rules, add three items to the agenda and approve several ordinances during its April regular meeting.
After the clerk called the roll and the meeting opened, Miss Dunn moved to approve the minutes of April 13, 2026; Mr. McCourt seconded and the minutes were approved by roll call. Council then considered a request from President Shoemaker to suspend the requirement that ordinances and resolutions be delivered three days before a meeting (Rule 8) and to allow late additions under Rule 21. Miss Payne moved to suspend the rules; Mr. Creed seconded and the motion passed by roll call.
The council voted to add three items to the agenda: (1) an extension of the builder’s risk insurance policy for the wastewater treatment plant project, (2) additional appropriations from unappropriated balances for current 2026 expenditures, and (3) an ordinance (26‑019) to appropriate funds and set pay rates for part‑time seasonal employees and interns.
On Item 1 (third reading), the council approved the revised Chillicothe Transit System procurement policy on its third reading. Item 2 — an ODOT proposal to resurface State Route 104 within city limits — was left on second reading and moved to the next agenda at the president’s direction.
Item 3 concerned a requested appropriation of $38,659 to extend the builder’s risk insurance covering the wastewater treatment plant construction project. Mr. Creed moved to waive the three‑reading rule so the city could pay and keep insurance current; Miss Dunn seconded. The council waived the rule and then adopted the ordinance in the same meeting by roll call.
Item 4 (additional appropriations totaling $361,700) was introduced as a first reading and moved to the next agenda. Item 5 (ordinance 26‑019) would appropriate funds and establish pay rates for part‑time summer and fall seasonal employees across multiple departments. Miss Zane moved to waive the three‑reading rule; Miss Preston seconded. The council waived the rule and adopted the ordinance in the same meeting.
