On the public‑safety side, council approved an emergency appropriation of $174,400 to fund one additional police officer and one additional firefighter for the remainder of fiscal year 2026; the item was presented as removed from the budget and reinstated and the council voted to waive the three‑reading rule before adoption.
Several items were moved to later agendas. The council took the first reading of an appropriation of $10,200 to cover the city's participation in the Mid‑Ohio Regional Planning Commission 2026 local government internship program and moved it to the next agenda. The mayor's proposed partnership authorizing the city to work with Ross County Commissioners on a Community Housing Impact and Preservation Program application (if funded) was presented as a first reading and also moved forward for future consideration. The updated Federal Transit Administration Title VI program for the Chillicothe Transit System was noted as an item that will return on a future agenda, as was a second reading of a supplemental appropriation ordinance for fiscal year 2026.
