The Neighborhood and Affordable Housing Advisory Board voted to approve staff recommendations for Clearwater’s FY2026–27 Annual Action Plan allocations for CDBG, HOME and SHIP programs.
At the May 12 meeting, staff presenter Dania Perez reviewed the AAP budget, saying the plan aggregates entitlement allocations and carryovers and aligns spending with the city’s five-year consolidated plan. Perez said the CDBG public facilities and infrastructure projects identified as eligible were funded and that public service awards were limited by the statutory 15% cap on CDBG public services.
Perez outlined program-specific details: a CHDO set-aside reserved HOME funds for certified nonprofit developers; HOME monies are primarily invested in housing activities; TBRA will be used in partnership with the housing authority for security deposit assistance; and economic development awards to Prospera and UpworkCare will fund technical assistance to low- and moderate-income enterprises. She also described a façade-improvement program and a small annual allocation for slum-and-blight activities, noting the latter is generally focused in CRA areas such as North Greenwood.
Board members asked whether façade and slum-and-blight funds were limited to specific districts; Perez replied the façade program applies across the low/moderate-income areas and that slum-and-blight work aligns with CRA-designated areas. After no public comment, a board member moved to approve the staff recommendations, the motion was seconded, and the chair called a voice vote. The board carried the motion by voice vote.
The approval is a recommendation to allocate entitlement and carryover funds as described; staff will implement the AAP budget in accordance with grant rules and the city’s established compliance processes.
