The Village of Jackson board on May 12 approved a personnel-committee recommendation to hire Innovative Public Advisors (IPA) to handle recruitment for the village clerk position for a fee of $10,750 and to authorize up to $10,000 not-to-exceed for interim clerk services if required.
Jen (village staff) introduced the item, noting the village's recruitment yielded an applicant pool the personnel committee did not feel comfortable advancing. Jess Wilds of IPA described the firm's approach and guarantees: she said IPA uses public-sector recruitment networks and participates in Wisconsin Municipal Clerks Association activities and that the professional services agreement would include "a 12 month guarantee" so IPA would re-run recruitment at nominal advertising cost if a placement did not work out within a year.
Board members asked whether the village would be precluded from hiring a candidate who surfaced independently after the contract started; staff recommended relying on IPA after contracting and taking down independent postings. The motion to approve recruitment services for $10,750 and the not-to-exceed $10,000 for interim services carried on a voice vote with one recorded nay noted in the minutes.
