Village holds public hearings on 2050 comprehensive-plan revisions and sewer-service-area expansion

The Village of Jackson board opened three public hearings on May 12 for two ordinances that would revise the village's 2050 comprehensive plan and a resolution to adopt a sanitary sewer service-area amendment.
Hannah Keck Eisenhower, senior municipal planner for Washington County, told the board the current sewer service area covers about 4,648 acres and the proposal would add approximately 1,010 acres. She described proposed expansions on the northwest side (north of the hospital), extended mixed-use corridors toward Highway C, additional residential areas to the east and higher-density residential and commercial development along the south highway corridor. "We are proposing adding approximately 1,010 acres," she told the board.
Don Heckle, senior planner with the Southeastern Wisconsin Regional Planning Commission (Sewer Pack), presented technical findings. He said the estimated build-out population for the new areas is about 4,600 people and the total sewer-service-area build-out population would be approximately 15,900, which is within roughly 10% of the regional plan's high-end figure of 15,482 that the Department of Natural Resources typically uses as a reference. "The build out approximated at about 4,600 people for these new areas to be added," Heckle said.
Heckle also told the board the village's wastewater treatment plant does not have capacity at the projected build-out and that the village intends to complete a facility plan update in 2032 or when development approaches an average annual capacity of about 1,690,000 gallons per day. He recommended approval of the amendment and outlined the typical review process: local adoption, Sewer Pack committee and full commission review (next full commission meeting noted for June 17), and then submittal to the DNR for administrative review (typically 60—1 days, but times may vary).
The public hearing was opened and closed with no members of the public speaking. Board members asked whether adjacent municipalities required approval; Sewer Pack staff said adjacent municipalities are notified and objections are possible if service areas would conflict, but in this case standard notification had been provided and no objection was anticipated.
