The Budget & Finance Committee opened a public hearing and placed before the body an amended petition and a legislative resolution to establish the Convention District Community Authority.
Dr. Dutis (administration) introduced the amended petition, saying it establishes the authority under the Ohio Revised Code, identifies participating members and provides a legal description and map for the authority. "This is what establishes that authority under the Ohio Revised Code," Dr. Dutis said.
Solicitor Swim (law) told the chair that the city complied with notice requirements and that the matter was properly before the committee. Solicitor Swim described the legislative resolution as the mechanism to approve the amended petition, set authority boundaries, provide appointment methods for board members and fix the surety bond required for the board of trustees.
With no questions from committee members, the chair said the committee would put item 1 (the amended petition) and item 2 (the legislative resolution) on for passage. The transcript records these items being placed on for passage; no formal roll-call vote or final adoption is recorded in the committee transcript.
