Council approves convention district authority, several emergency budget transfers and development amendments

- Acceptance of a donation of up to $11,520 from the Cincinnati Fire Foundation for an equipment storage unit at a new fire training facility (Item 60).
- Approval of a second amendment to the water service agreement with the city of Lebanon, Ohio (Item 61) and an ordinance to release certain small easements for road and flood protection levy purposes (Item 62).
- A procedural amendment and emergency passage for a major amendment to a development plan in Oakley (Items 63''1): the council amended item 63 to add an emergency clause (so the developer could meet real-estate closing dates), passed item 64 (the emergency ordinance approving the amendment) and then indefinitely postponed item 63.
- A renaming of Mercy Health Place in Bond Hill to Patricia McCollum Way (Item 65). Councilmembers described McCollum as a longtime foster-care advocate.
Most of the measures were adopted on suspension or emergency roll-call votes during the meeting.
