City audit returns a clean opinion; staff warned to monitor reserves and enterprise fund trends

Warren Averitt's audit representative Joel Bradley told the council the city's FY2025 financial statements received an unmodified opinion and that the city required a Florida single audit after exceeding the $750,000 threshold of state financial assistance.
"Our opinion on the city's financial statements this year was unmodified, which is a clean opinion," Bradley said, and added that the single-audit testing found no material instances of noncompliance and no significant deficiencies in internal controls over compliance. He linked the single-audit requirement to the reclaimed-water line-extension grant that pushed the city beyond the state assistance threshold.
Bradley highlighted several financial metrics: long-term debt per resident is at about $14, the lowest level in the past 10 years, and the city's months of cash and investments in governmental funds were about 5.2 months (above the Government Finance Officers Association recommended minimum of three months). He also said enterprise funds (water, sewer, sanitation, stormwater) essentially broke even when a roughly $1.3 million meter-replacement expense is excluded, pointing to a three-year moving average showing a gradual decline in profitability and recommending ongoing monitoring of user rates and reserves.
Council members commended the finance team. One council member who is a CPA praised the presentation and noted improvement from prior years with fewer repeat findings. Bradley thanked the finance and customer service staff by name for their work in producing clean results.
The audit presentation concluded with Bradley offering to answer further questions and to provide detailed handouts for council members who wish to review line-item metrics.
