Council approves ordinances, budget amendment and multiple grant submittals; site-marketing agreement cleared

Niceville City Council approved multiple ordinances and resolutions on second reading and authorized staff to pursue grant funding and site-marketing agreements.
The council passed Ordinance 26-04-02 granting an electric franchise to Florida Car and Light Company and Ordinance 26-05-02 adopting amended budget appropriations for the fiscal year beginning Oct. 1, 2025. During the budget item a member of the public, Robert Lindrance (304 Saint Andrews Drive), urged the council not to use taxpayer funds to finance school-zone lights and crosswalks he characterized as tied to a private business; the council discussed the comment and approved the budget ordinance.
Council also approved Ordinance 26-05-03 to update the city's post-disaster redevelopment plan to align it with current Florida statutes and county emergency-management policies, noting the prior plan dated to 1992.
On grants and capital projects the council authorized staff to submit: - Resolution 26-05-01: a U.S. Department of Transportation Safe Streets and Roads for All (SS4A) implementation grant application for Palm Boulevard safety and complete-streets construction; staff said design/engineering costs are covered by a separate grant. - Resolution 26-05-03: a Florida DEP Recreational Trails Program grant application for the Rocky Bayou Multi-Use Trail (estimated cost ~$485,000; match TBD).
The council also approved Resolution 26-05-02 authorizing the city manager to enter a site-marketing agreement with Diamond Towers 5 LLC to market several city parcels for possible wireless communication tower development. Staff said the revised proposal could generate substantially more revenue than the earlier offer and identified four parcels under consideration, including a two-acre parcel on Deer Moss Creek and sites near College Boulevard and Bayshore Drive.
All listed motions and resolutions were approved by voice vote during the meeting.
