Liquor board grants conditional approvals for new and transferred licenses across Frederick County

The board also conditionally approved Regal Westview (Regal Cinemas Maryland, LLC) through May 31, 2026, requiring a reinspection before the license is issued and an additional inspection once the bar area is built. Taco Bar (Taco Bar, Inc./Raul A. Valdivia) received conditional approval through March 31, 2026.
On transfer applications the board granted conditional approval for JoJo’s Restaurant and Tap House (HNS Restaurant Group, LLC) through April 30, 2026, and for Manhattan Pizza (MP of Urbana, LLC) through April 15, 2026. All motions were made by Commissioner Debbie Burrell, seconded by Commissioner Christopher Glass, and passed unanimously.
The approvals include standard conditions: reinspections prior to final licensing, compliance with Maryland and local laws and regulations, and additional inspections where build-out or bar areas are pending. License applicants were informed of the conditional approval timelines and the requirement to meet all regulatory and inspection conditions before full licensure.
