Harrison County Council approves transfers and multiple appropriations; $2.687 million moved to local schools

The Harrison County Council approved several budget adjustments and transfers at its Jan. 12 meeting, including transfers from the county share of the riverboat fund that send $2,687,052 to three local school corporations.
Councilman Joe Kellum moved to approve transfers from property tax reduction and miscellaneous education purposes to Lanesville Community School, North Harrison Community School and South Harrison Community School totaling $2,687,052; Councilwoman Jennie Capelle seconded and the motion passed with a recorded unanimous vote where shown. The meeting record lists the specific transfer line items and amounts for each school.
Earlier in the meeting, the council adopted an additional appropriation ordinance to authorize appropriations advertised for this session: $28,000 for proactive maintenance (county general fund), $76,800 for contractual services (cumulative bridge fund) and CASA/Turner Family Fund personnel costs totaling $30,725. Those appropriation motions carried as recorded in the minutes.
Council members heard presentations of further funding requests that were not voted on at the meeting. EMA Director Mike Kurz requested $62,154 from the LIT public safety — county share fund to purchase dispatch equipment and create a dedicated training area that could serve as a backup PSAP. County Engineer Kevin Russel presented additional appropriation requests from the cumulative bridge fund for $200,000 (Bridge #43) and $600,000 (Bridges #37 and #75), noting sealed bids will be opened at the commissioners' meeting on Jan. 20; the engineer said low bids will be reported to the council before any appropriation approvals. Sheriff Nick Smith requested $256,000 for five patrol vehicles and $75,000 for vehicle upfits from the riverboat fund and a Ram 2500 for the evidence technician; that request was presented but not acted upon.
Administrator Chad Shireman also reported proposed riverboat infrastructure and revenue‑sharing items totaling $30,881.43 and $573,512.32 respectively and presented a $100,000 local match for the 5311 transportation grant for Blue River Services and $9,000 for the community drug free program; those items were presented for future council consideration or noted as omitted from the 2026 budget and to be corrected.
The council approved a smaller transfer of $50,118 in the motor vehicle highway fund to reclassify mechanic staffing and a $144.11 transfer in the circuit court clerk budget; those motions passed as recorded. All approved transfers and appropriations were recorded in the meeting minutes with vote tallies when provided.
