Vice Mayor Jan Michelle Lemon Kearney told the Cincinnati City Council Budget & Finance Committee that Steiner Development and Civitas have partnered on the Burnett Square project, a 300‑plus‑unit mixed‑income development with retail that has been in process since about 2016. She said the Avondale neighborhood is "really excited about it," but that the project faces a remaining capital gap.
Assistant Director Rudd, speaking for the administration, told the committee they "continue to work with the developer on filling the gap" and that conversations are "ongoing." Rudd gave the most recent estimate of the shortfall: "somewhere between 3 and $4,000,000," and said the exact amount is still shifting based on project costs and the tools available to the city to close the gap.
Council members expressed support for moving the item forward to signal to the developers that the city is committed. The chair announced the committee would place item number 1 on for passage after hearing those assurances.
The committee did not adopt a dollar figure or approve funding at the meeting. Administration said it will provide a more exact dollar amount when available and return with a final financial package if a vote is required to allocate city funds.
