St. Martin Parish Council adopts millage rates, two zoning changes, fire‑truck line item and property sale authorization

The St. Martin Parish Council unanimously approved a package of ordinances at its May 25, 2022, special meeting that included two zoning classification changes, the adoption of 2022 millage rates, an amendment to the Fire Protection Fund, and authorization to sell adjudicated property.
Zoning changes: The council adopted Ordinance No. 22-05-1353 to change a portion of Camp Bon Temps Road (1201 Camp Bon Temps Road; Assessor parcel 0490001055) from R-2 (Mixed Residential) to I-1 (Light Industrial) to permit an ATV mechanic shop (Neurotic ATV). Conditions include restricted hours (Mon–Thu 8 a.m.–5 p.m., Fri 8 a.m.–11:30 a.m., every other Sat 8 a.m.–10 a.m. for pickup/intake only), business operations confined to a rear fenced area, and a requirement that the resident appear before the council on May 2, 2023, to continue the classification; the change reverts if ownership transfers from Thomas Overfelt. The motion was made by Daniel Richard Jr. and seconded by Brook Champagne.
By separate motion (Ordinance No. 22-05-1354), the council amended the zoning classification for part of Melvin Dupuis Road (1245 Melvin Dupuis Road; Assessor parcel nos. 06102A3731–3733) from R-2 to I-1 to allow a staging yard, warehouse and office for Superior Contract Cleaning. The I-1 classification remains only while the property is owned by Rinea Thornton and reverts to R-2 upon sale or cessation of the permitted use. Daniel Richard Jr. moved the ordinance; Byron Fuselier seconded.
Millage rates: The council adopted Ordinance No. 22-05-1355 setting the parish's 2022 millage rates across multiple funds, including the General Parish Alimony (2.220 mills), Road Maintenance (3.630 mills), Fire Protection Maintenance (5.680 mills), Drainage Maintenance (5.140 mills), Library Construction and Maintenance (3.830 and 3.900 mills), Parishwide Bond Sinking Fund (4.410 mills), and selected road-district levies. The motion was moved and seconded from the floor and passed unanimously.
Budget amendment for fire trucks: Ordinance No. 22-05-1356 added a "FIRE TRUCKS" line item of $193,000 to the 2022 Fire Protection Fund expenditures. The motion was made by Byron Fuselier and seconded by David Poirier; it passed on a unanimous vote.
Property sale authorization: With Ordinance No. 22-05-1357 the council authorized the Parish President to proceed under La. R.S. 47:2202(B) to sell Lots 2B and 7A (Conveyance Book 815, Page 235) adjudicated to the parish. The ordinance records that David John Lester expressed interest in purchasing the property and that the parish determined the parcels serve no useful public purpose. The sale is to be for a minimum of $2,500, sold without warranty of title, reserves mineral rights to the parish, and incorporates statutory notices and terms required by state law. Brook Champagne moved the ordinance; Carla JeanBatiste seconded.
Each ordinance was adopted by recorded voice vote showing nine yeas, no nays and no abstentions. The council adjourned at the end of the special session.
