Fairview commissioners give first reading to line-item budget amendments, including fire truck loan

The Fairview Board of Commissioners held a lengthy, line-by-line first reading of Ordinance 20-26-08 on May 7, approving the budget amendment on first reading by a 5-0 vote.
Budget Director Ben Knox walked the commission through departmental adjustments across administration, finance, planning and codes, police, fire, public works and parks. Knox said an earlier spreadsheet error produced a misleading increase in a welcome-sign line item; after correction the budget shows a $90,000 decrease for that entry. "It should not have been on there... In reality, it's a $90,000 decrease," Knox said.
Significant items discussed included an added $1,000,000 fire truck loan in the capital budget, adjustments to overtime and holiday-pay tracking for police and fire, transfers in the bond account that removed roughly $320,000 of planned park expenditures from the bond (including a $100,000 perimeter trail bridge and a $100,000 playground allocation), and a $245,000 addition for the Northwest Highway resurfacing project from street-aid funds.
Commissioners asked for clarifications on line-item codes and the rationale for several changes; Knox referenced two documents in the packet (a line-item display and a by-fund sheet) and invited the board to suggest edits before the second reading. After discussion the board voted to approve the ordinance on first reading; a second reading will follow at a future meeting before final adoption.
