Fairview moves ARPA stormwater work to Cumberland Drive, citing Sept. 30 spending deadline

The Fairview Board of Commissioners unanimously approved a resolution on May 7 to amend a prior contract award and move ARPA-funded stormwater work to a failing culvert on Cumberland Drive.
Mayor Ryle told the board the change would shift planned work from Sleepy Hollow to Cumberland Drive because of timing and design issues at the original site. "If this money is not spent by September 30, it comes to a loss and goes back to the federal government," Ryle said, explaining the urgency tied to federal ARPA spending deadlines.
Staff and commissioners discussed the ARPA account balance and the project scope. Ryle described the ARPA allocation as initially about $2,700,000 with roughly $1,000,000 already spent but noted engineering and billing still in progress. City planner Mister Greer described the Cumberland Drive site as a failed culvert that will be replaced — the work will include asphalt repairs and traffic detours as needed, and staff said closures and public notices will be issued when work requires them.
Vice Mayor McDonald and other commissioners asked whether the bid package included asphalt repair and detour plans; staff confirmed asphalt repair is included as part of the permit and said they will publicize closures when they occur. The motion to approve the amendment passed 5-0.
