Staff presented a comprehensive update to the district’s restraint and seclusion policy at the Oct. 21 meeting, emphasizing limits on physical force, documentation, family notification and training requirements.
Staff said the policy clarifies that physical force authorized by statute is permitted only as described in law and that corporal punishment is not included in authorized uses. The policy requires training programs approved by the Department of Education for staff who may use restraint or seclusion, and it bars destruction of audio or video records related to incidents.
Under the revisions, the district must provide immediate written notification to a parent or guardian when records related to an incident exist (including photos, audio or video). A documented debriefing meeting must be held within two school days after an incident involving restraint or seclusion and parents must be invited. In cases of serious injury or death allegedly related to restraint or seclusion, staff must notify the superintendent and Department of Human Services as required by law.
Board members were shown the redlined policy language and procedures that prioritize record preservation, prompt family notification, and review processes for students who experience multiple incidents. The policy package will proceed through the board’s first-reading and second-reading schedule for formal adoption.
