The commission's chair opened the meeting and instructed commissioners to submit written comments via the shared drive or a Google form; staff from the commission's contractor will consolidate edits starting May 16. "Please provide anything you may know about housing, anything you may know about health," the chair said while outlining where commissioners should add source material and citations.
In public comment, Quantum Norwood urged the commission to include community-controlled infrastructure in implementation, saying, "We are proposing to use a community controlled land trust and a secure community network as a parallel infrastructure." Norwood asked that infrastructure grants be included in the final report to mitigate long-term liability.
At the meeting the commission introduced four priorities to accompany the full report when presented to the Board: 1) request that the Board receive and accept the action plan; 2) bridge gaps and prevent delays by transitioning the work from an ad hoc body to a permanent committee with a community advisory council; 3) align county departments and programs with the report's equity goals; and 4) operationalize reparations work with a home for implementation (the commission discussed the Office of Equity and a transition role for the county library as an interim host).
Commissioners debated a contested table in the memo (a financial breakdown on page 10) and agreed to a friendly amendment directing the table be revised or removed and updated by designated commissioners before the report is finalized. The clerk recorded the motion to confirm the comment process (deadline May 15) as passed on a voice vote.
Next steps: staff and the contractor will compile submitted edits after the May 15 deadline; the commission intends to seek a Board vote or formal acceptance of the action plan on June 30 and asked commissioners to prepare brief remarks for that presentation.
