Commissioners approve grants, award $223,757.50 dust-control contract and accept WYDOT salt mix agreement

At its April 5–6 meetings the Lincoln County Board of Commissioners approved several grant applications and procurement actions on the consent agenda and during the county engineer’s report.
Grants and planning: Commissioner Hansen moved to approve the FY23 TANF/CPI grant application with the Department of Family Services for $50,000 and authorized the Chairman to sign; the motion was adopted. Commissioner Harmon moved to approve the RAISE-DOT application and a Technical Assistance application to the U.S. Economic Development Administration (EDA); the board adopted the motion. Grant Coordinator Mary Crosby told commissioners an EDA planning grant to support water and sewer preliminary engineering south of Kemmerer would be roughly $180,000 and the board agreed to a 20% local match required for the application.
Contracts and intergovernmental agreements: Commissioner Harmon moved to award the 2022 County Road Dust Suppression Project to Dustbusters Enterprise Inc. for $223,757.50 and authorized the Chairman to sign required paperwork once provided; the motion was adopted. County engineering staff reported acceptance of WYDOT cooperative agreement ARSCT_PEG3A26 for delivery of 1,900 tons of salt/sand mix to the county. Facilities Manager Matt Mochel said cameras for the Afton Circuit Court would cost approximately $3,600 and the county will proceed with installation; a $12,000 request for a water softener at the Etna Community Center was not approved, and floor-bid options will be checked for ARPA eligibility (Carpets Plus $11,544; Oliver Flooring $12,547.50; Schaible Construction $12,692.40).
Other operational items: Staff will investigate extending key-fob access to the 4-H Extension Office and report back on costs and network capability. Darrell Skinner of Lincoln Self Reliance asked whether CARES or ARPA funds remain for employee retention; commissioners said CARES funds are exhausted and they will check ARPA eligibility and report back at the April 19 meeting.
What happens next: Authorized grant applications will progress through state and federal review; staff will return with ARPA eligibility assessments for facilities projects and a briefing on next steps for the dust-suppression contract implementation.
