The Budget and Finance Committee considered a legislative resolution April 27 that would declare emergency sidewalk, curb and gutter repairs at specified parcels and place assessments on property tax bills to recoup the cost. Dr. Dudes told the committee the attachment to the resolution enumerates affected parcels and per-parcel costs and that the total assessments across five districts would be $664,735.
Council member Anna Albee asked the committee to distinguish this mandatory assessment process from a separate pilot residential sidewalk replacement program the council funded last year, which proactively allocated $100,000 to help residents pay to replace sidewalks in targeted neighborhoods. "These are kind of two different ones," Albee said, explaining the emergency assessment is for property owners who were notified, failed to make required repairs, and for whom the city undertook emergency work and billed the owner.
The chair said the clarification was important and moved the item on for passage; the transcript records the item being placed on for passage but does not include a recorded final vote during the committee meeting.
Next steps: the committee placed the item on the agenda for passage and will proceed with the usual assessment and tax roll procedures if the resolution advances.
