Clemens pool to host Corvallis High practices and a dual meet after Osborne Aquatic Center closure

Clemens community-pool staff told the Philomath SD 17J board that, with the Osborne Aquatic Center closed indefinitely, Clemens will host Corvallis High School swim practices and a January dual meet under a rental agreement that covers additional staffing and operating costs.
Eugenia, speaking for Clemens’ staff, said the district has arranged a rental agreement with Corvallis High that includes lifeguards and a Corvallis on-site coach during practices. "We are not going to absorb additional cost for this; they are covering extra staff, chemicals and custodial needs," the presenter said, describing attorneys’ review of the agreement to protect district liability. Clemens staff also will host Special Olympics practices and report a marked increase in pool usage since the Osborne closure: lap-swim and program participation in October was described as two to three times last year’s levels.
Board members and staff emphasized the arrangement is temporary. Clemens staff and the superintendent described plans to convene Benton County, Corvallis Parks & Recreation, local foundations and other stakeholders to evaluate a longer-term strategy for community aquatic facilities; staff noted Osborne is roughly 50 years old and may require substantial work beyond roof repairs.
Next steps: district and Clemens staff will finalize the rental agreement language, ensure liability and custodial coverage are in place, and convene regional partners to evaluate capital and operational options for a countywide solution.
