City solicitor warns 5.1% cut would slow public records, hearings and litigation work

Emily Warner, the city solicitor, briefed the Finance Committee on the law department’s FY27 priorities, performance metrics and potential impacts from proposed budget reductions. Warner said her office is focused on improving service-delivery data and plans to revise several metrics, including a new “quality of life” measure and shifting a contracts metric to an enterprise-wide standard.
Warner said a 5.1% budget reduction would total more than $700,000 and require keeping some vacant positions open and slowing administrative-hearing processing. “If that is the cut that we would have to make, it will have an impact on our service delivery,” Warner said. She said administrative hearings and public-records responses would be slowed, and that reductions to intern and clerk positions would hurt recruitment and the department’s ability to manage workload.
Councilmembers asked about the law department’s use of artificial-intelligence tools and data supports. Warner said the office uses Lexis’s AI-enabled legal research features under license and that staff are engaged in city-level IT governance discussions to ensure AI use is compliant and effective.
The committee filed the presentation for the record. Councilmembers asked for additional detail on administrative-hearing staffing levels and any proposed metric changes that might affect residents’ interactions with city services.
