Planning commission approves mobile food truck permit for 937 East Bargeley Avenue

The City of Tulare Planning Commission voted unanimously on May 12 to approve Conditional Use Permit 2026-06, allowing Carlos Jimenez to operate a stationary mobile vending food truck at 937 East Bargeley Avenue.
Jonathan, a city staff presenter, told commissioners the site is zoned M-1 (light industrial) with a general plan designation of light industrial and that the business would operate 11:00 a.m. to 8:30 p.m. daily. He said the vending operation includes refrigeration, cooking appliances and customer access to restrooms, and staff recommended approval subject to the conditions listed in Resolution No. 5553. Jonathan also stated the project is categorically exempt from further environmental review under California Environmental Quality Act Section 15304(e).
The public hearing opened and closed with no public speakers. Vice Chair Limas moved to approve the permit "based on the findings and subject to the recommended conditions" in Resolution No. 5553; the motion was recorded as carried after a voice vote. The roll call recorded Ayes from Vice Chair Limas, Commissioner Henard, Commissioner Cantu and Chair Miller.
Vice Chair Limas offered a brief personal endorsement during discussion, saying the truck is a community favorite. The commission did not record any amendments to the motion. Staff indicated the conditions in Resolution No. 5553 will guide permit implementation.
The commission's formal action approves CUP 2026-06 and the associated resolution; no appeal or further action was recorded during the meeting. The commission then moved on to staff updates and other routine business.
