County finance staff told the Iroquois County Board that a delinquent FY2024 audit has created operational problems, including the Iroquois County Public Health Department being placed on a stop‑payment list that prevents receipt of some grant payments.
The finance manager reported that bank reconciliations were behind, errors were found where checks from the general fund should have been charged to the highway account, and the county paid approximately $21,000 in additional auditor fees to help the treasurer's office complete reconciliations. She told the committee the audit is anticipated to be completed in May and that an engagement letter for the FY2025 audit will not be issued until FY2024 is closed.
Committee members raised the urgency and consequences of prolonged delinquency: the circuit clerk noted that her audit is a year late and that extensions are limited; others urged written corrective plans and additional staff training. The treasurer and finance manager agreed to present a written plan and training proposals to the full board at the next meeting.
Board members repeatedly stressed the need for timely audits to prevent disruptions to grant payments and departmental operations. The health committee likewise noted the ICPHD remains on the stop‑payment list and that some noncompetitive grants were applied for under an exception but funds remain withheld until audit clearance.
No new policy was adopted at Tuesday’s meeting; board members directed staff to deliver an accounting plan and training steps at the next board meeting.
