Hertford manager reports paving progress and says workers faced harassment from resident

Town Manager Doris Walton told the council on April 13 that paving work is underway across multiple blocks — Punch Alley, parts of Front Street, West Covent Garden and portions of Pennsylvania Avenue — and that Phase 2 waterline replacement will start on several streets including the 500 block of Pennsylvania Avenue, Woodland Avenue and Front Street from Punch Alley to Newby.
Walton reported that some workers and contractors "have experienced berating and cursing by a Hertford resident." She said the Public Works Director politely asked the resident not to use that language in front of children and walked away upset. Council members voiced support for staff and encouraged respectful treatment of employees; Councilman Evan Copeland in particular urged residents to treat town employees respectfully and noted paving looks good but requested cleanup of loose gravel remaining on some streets.
The council did not take formal disciplinary or enforcement action at the meeting; the report was provided as part of the manager's operational update.
