Otterban Lake residents press RDC for road improvements as area sees rapid growth

Residents from the Otterban Lake area and a regional development director urged Warren County redevelopment commissioners to consider supporting road infrastructure to serve substantial new housing.
Felice Sinisek introduced Eric Estes and Rex Otehan and said the neighborhood is already contributing to Warren County's tax base. "We can't say that we're not contributing to Warren County in the tax base," Sinisek told the commission. Estes, who identified himself as regional development director for Barnhart Craney and Rigging, said the area has seen rapid growth: "We've seen 400% of growth" since 2020 and the subdivision has moved from roughly seven homes to more than 35, with additional phases planned.
Estes asked the commission to consider road improvements for County roads 975 North and 1050 to connect to state route 26 and to provide maps, soil reports and a summary of a Patriot Engineering and Environmental study (dated Aug. 10, 2020) that details techniques for building roads where organic soils are present. He offered to email the study and related documents to RDC staff.
Commission members asked technical clarifying questions about the roads and soil engineering; staff and residents discussed bid timing and the need for county‑provided construction work with RDC repayment. The commission did not commit funding at the meeting but accepted the study materials and said staff would follow up about the documents and next steps.
Speakers gave contact information and urged commissioners to visit the site to see the scale of development. No formal county action or funding commitment was taken at the meeting.
