Town procurement staff told the commission combining replacement of the library and the building-department roofs in a single mobilization will yield savings. Commissioners asked about contingency allowances and underlayment replacement; staff said specifications account for underlayment work and that the final contingency breakdown would be included in the contract administration process. The commission also approved a budget amendment to move appropriations between accounts to fund the work; both the contract award and the resolution to authorize the budget change passed by roll-call votes.
