Reno County commission creates Star Bond district for Salt Lick project

The Reno County Commission on May 13 adopted Resolution 2026‑12 to create a Star Bond project district for the Salt Lick proposal, a step limited to establishing the district’s geographic boundary and base year for any future incremental sales capture.
Bob Johnson, representing the Salt Lick applicant, told the commission the adoption was a procedural step under the Star Bond statute and does not obligate the county on financing. “We today are here to consider the establishment of the Starbond District. That is establishment of the geographic boundaries ... It is not a commitment to the financing at this point,” Johnson said during the public hearing portion of the meeting.
The commission heard supportive public comments from local business owners who said the project could bring out‑of‑town visitors and jobs. Brent England, an engineering consultant, said destination developments can “draw people from all over” and bring spending to the county. Paul Barlow of Paul's Excavating noted the developer is using local workers and described incoming revenue from out‑of‑state visitors.
After closing the public hearing, the board moved to adopt Resolution 2026‑12. Commissioner Parks moved to adopt the resolution; a second was recorded and the roll call vote was unanimous. The resolution establishes the district boundaries so the process can proceed to planning‑commission review and a future public hearing on project plans and financing.
The county attorney and staff told commissioners the planning commission will later review whether the project plans conform to the county master plan; financing and any developer agreements will be the subject of later public hearings. The commission scheduled additional project hearings and a special May 18 meeting for further steps.
The commission’s adoption covers only the boundary and base‑year determination called for in the Star Bond process. Further decisions about financing, project plans and any revenue agreements will follow separate public hearings and staff review.
