The Lowell City Council voted Feb. 10 to hire Mason Grading to complete the graveling portion of a new parking area at the recreation center at a cost of $13,500.
City staff presented three bids and recommended the council accept Mason Grading’s bid for “part one,” the gravel portion of the project. The presenter, Tom, said the recommended area measures about 97 by 70 feet and that the work for part one is grading and placing stone; paving would be a separate part if the council later approves it.
During discussion council members raised two main concerns: whether the city’s public‑works crew could perform the work at lower cost, and whether the site needed engineered drainage. Tom told the council the project includes grading and placing roughly 150 tons of stone and noted a culvert and ditch for stormwater at the site that may require attention.
A motion to approve Mason Grading for part one was made by Mr. Smith and seconded by Mr. Bates; the motion passed by voice vote. Council members did not record individual roll‑call votes in the minutes provided.
