Bradley County commission approves three-year outdoor lighting agreement for Cannery with monthly cap

Bradley County commissioners on April 6 approved a resolution authorizing the County Mayor to enter a three-year outdoor lighting agreement with the Cleveland Utility Authority for lighting at the Cannery, with a not-to-exceed current-cost cap of $143.50 per month.
The County Mayor introduced the standard form agreement and told commissioners it is a one-page user contract tied to TVA rates. "It's a one-page basically user agreement that everybody uses when they get exterior lighting," the Mayor said, adding the contract bases charges on TVA and Cleveland Utilities' rates and therefore may fluctuate.
Several commissioners questioned the term and the apparent monthly cost, noting the documentation initially lacked itemized figures. Commissioner Hughes asked whether a substitute motion was needed to add the cap; commissioners approved the substitute motion to include the 'not to exceed' language before the final vote.
After a call for the question, the commission voted: 12 in favor, one opposed and one abstained. The Mayor said he will report back to the commission with the contract and any more precise cost information once available.
The resolution authorizes the Mayor to sign the agreement and directs him to report final contract costs to the commission; no amendment to county code was proposed.
