The Forest Lake City Council voted to award the phase‑two median refresh construction contract to Clear Scape Outdoor LLC for $245,525.
Staff reported the city solicited bids in January and received six responses, with the low bid at $245,525 and other bids exceeding $300,000. Combined with professional services, the low bid is approximately $5,000 under the $290,000 budgeted for the 2026 project. Staff said the consultant MDWI had reviewed bidders and supports the low bidder based on prior high‑traffic project experience.
The recommended contract includes a contractor start date of April 15 or when frost allows and targets final completion well before July 4 to allow planting to establish for the growing season. Council members moved, seconded and approved the award on a voice vote.
The contract award follows prior council authorization of professional services for the project. Staff said the schedule and contractor selection aim to complete work ahead of summer events and give new plantings a full season to establish.
