Assistant Superintendent Danny Hillman detailed the changes: new state discretionary one‑time funding (about $8.5 million for the district) and an ongoing TK add‑on that increased LCFF revenue by roughly $2.1 million. Hillman stressed most of the one‑time dollars are already earmarked for recently negotiated bargaining agreements and short‑term restorations, so the district does not have unrestricted cash to spend beyond the commitments. "That $8.5 million is largely already earmarked per bargaining agreements," Hillman said.
Hillman presented revised unrestricted and restricted expenditure detail and said the 45‑day revisions shift the projected combined ending fund balance from a modest net decrease to a nearly flat position for 2025–26. He recommended considering a locally defined strategic reserve (he suggested a 7% combined reserve as an example) to provide additional runway for economic uncertainty and declining enrollment. Trustees discussed whether a reserve policy should be a board policy or resolution and asked staff for scenarios showing timeframes and required reductions to reach target reserve levels.
