Greenwood board approves festival street closure, routine contracts and delays stormwater fine

The Greenwood Board of Public Safety approved a package of permits, contracts and administrative actions at its April 6 meeting, including a street closure for the Strawberry Festival, building and maintenance contracts, several easement and sewer-agreement authorizations, and a six-month delay in collecting a stormwater citation while a property sale proceeds.
Event permit and contracts: The board approved closing Madison Avenue from Main Street to Avenue on June 6 for the 4th annual Strawberry Festival (street closure 7 a.m. to 6 p.m.; festival 10 a.m. to 4 p.m.). "It's been a very successful and popular festival," the chair said after the motion passed.
Facility and services contracts: The board approved a contract with Underwood Tile and Carpet Company to replace carpeting at a test center (lowest of three bids), ratified a sewer-bill settlement and right-of-entry, and approved a $21,916.78 contract with a mechanical contractor to repair DPW HVAC compressors and inverter boards. Staff explained the DPW building currently lacks working HVAC in one half of the building.
Website and staffing items: Council approved switching website vendors to meet updated federal ADA requirements and because the current provider is going out of business; the new vendor carries a $20,000 startup fee but lower recurring costs. The board also approved routine HR items, including Anthem prescription certification for the 2026-27 plan year and a new created job description requiring a valid Indiana driver's license.
Road closures and public-works approvals: The board approved daytime closures for a water-main replacement project on several streets (April 20—May 1) subject to final detour routing and notification to residents, fire, police and schools. Contractor Derek said crews will temporarily close intersections while work proceeds and will coordinate parking and detour routes with city engineering staff.
Stormwater violation and collection delay: The board considered a request from counsel for Miller Family Investments to delay collection of a $2,139 stormwater citation while a signed purchase agreement closes. Chris Jones, stormwater management director, summarized that the parcel has been noncompliant for seven to eight years, that approved plans exist but have not been constructed, and that the new owner would purchase the land subject to the existing violation. The board voted to delay collection of the fine for six months; the fine was not dismissed and the site remains a violation under city ordinance.
Easements, bonds and ongoing projects: The board approved two fence encroachment easements with standard conditions (owner responsible for drainage and removal/replacement if utilities require it), authorized preparation of four sanitary sewer special agreements, approved release of a maintenance bond for the Flats at Stones Crossing after sanitary inspection, and authorized deputy mayor/mayor to sign operations and maintenance manuals for 14 projects. The board also approved permanent drainage/public utility easements needed for Main Street design segments one and two.
