Panel approves bill to post pardons/parole names online so people know when voting rights are restored

Senator Coleman Madison told the committee that Senate Bill 24 is a notification measure intended to let people know when they have satisfied conditions to restore voting rights. "This is a bill that has been worked on for years with the pardons and parole as well as secretary of states," she said, explaining the bill would publish names on the board's website so individuals can check their status and re-register to vote.
The committee adopted an amendment by Mr. Chestnut directing the board of pardons and paroles to publish on its site the names of parolees and probationers whose voting rights have been restored. A subsequent amendment removed the Secretary of State from the posting requirement and added a deadline: no later than March 1, 2027, the board must develop and make available an accessible page on its website.
Senator Coleman Madison said the pardons and parole board has the records and has worked with her on the measure; members asked if there was any opposition and she said none after the amendments. The committee moved and adopted a favorable report as amended; during the roll the transcript records at least one member calling 'nay.'
