Wilsonville, April 6 — The City Council unanimously approved Resolution 3260 to create a three-part graffiti-abatement program: a tips-and-rewards payment for reports leading to arrests, a subsidization program to help property owners pay for removal, and loaner kits residents can check out to remove graffiti.
City attorney Amanda Hinman summarized the package and said the tip reward would be "the lesser of $250 or the cost of the damage" in typical cases and that staff retained discretion to offer a higher reward for significant incidents when restitution may be available. The subsidization program is modeled on the city's existing sidewalk-subsidy thresholds and will allow property owners to apply for partial reimbursement of removal materials or contractor costs. The loaner kits would be low-cost, staff-managed tool kits residents could check out to clean graffiti themselves.
Councilors praised interdepartmental work on the proposal, thanked staff and legal interns who drafted the policy, and said the program should help reduce visible graffiti and make removal easier and quicker. The resolution passed on a 4-0 roll call.
In the same meeting the council adopted a consent agenda of routine items (several resolutions related to capital projects and contracts) by the same unanimous vote.
