Sheriff John D. George (Fillmore County) testified on behalf of the Minnesota Sheriffs Association, saying reductions represent an "82% cut" compared with earlier commitments and warning that small and rural agencies (roughly 70% of departments) would struggle to meet training demands without the fund. The Minnesota Chiefs of Police Association also testified that training is essential for implementation of police reforms and that the fund provides the only reliable training resource for many small agencies.
Valerie Castile (mother of Philando Castile) spoke in support of training investments as critical for preventing deadly outcomes and improving police-community interactions. Committee members asked several technical and accounting questions about past appropriations and base funding levels; state associations and department officials discussed how the bill seeks to restore previously appropriated levels rather than expand the program.
HF 4700 was laid over for further consideration.
