PRC forwards several routine policy updates, including ethics, personnel and professional development, to the school board

At its April 22 meeting the Policy Review Committee approved forwarding several noncontroversial policy updates and a repeal for school board consideration.

Staff explained Policy 3-2 (ethics and public contracting) was updated to align with current legal references in the Virginia Public Procurement Act and to clarify that employees involved in procurement must comply with the state’s conflicts and fraud statutes. The committee moved the amendment to the school board for standard review.

Policy 4-6 (healthy work environment) received minor reorganizational edits and language clarifications and was recommended for the board’s agenda. Staff said these changes were primarily formatting and clarity adjustments.

The committee also voted to repeal Policy 418 after HR determined it duplicated procedures already contained in Policy 4-3 (agreements, dismissal, probation). Staff confirmed employees’ rights are preserved in the remaining policy language and that standard communications to staff and principals would follow a board vote on the repeal.

Policy 4-39 was edited to remove excess language, rename tuition reimbursement to employee professional development reimbursement (to broaden eligible expenses), and to update the referenced office name to the Office of Professional Growth and Innovation. The committee was told these were not substantive changes to benefits but clarifying and modernization edits.

Motions to forward each item were made and seconded (commonly by Miss Felton and Mr. Bowensteel) and were recorded as adopted for submission to the school board. The committee noted these were largely five‑year review items and asked staff to ensure proper notice and principal packets would be used to notify employees of the changes.
