City staff reports budget progress, tobacco code work and equestrian-overlay planning

City planning staff and administration updated the planning commission on several citywide items during the May 13 meeting.
Joe Perez summarized a recent council budget study session and said the budget will be presented again on May 21 and is likely to be adopted at one of the first two meetings in June. He said the council approved initiation of a municipal-code amendment targeting tobacco retailers; the planning commission will review that proposed ordinance when it is brought forward.
Perez also reported the council adopted an accessory-dwelling-unit ordinance to comply with state law and that staff are developing an ordinance and regulations for the equestrian lifestyle protection overlay and animal-keeping that will come to the commission for review and recommendation. He told commissioners the city and developer settled a lawsuit tied to the Real Vista Specific Plan; the settlement increases the buffer between Haruba Oak and proposed development and allows environmental groups or tribes the opportunity to acquire additional open space land.
Perez closed with several upcoming community events and meetings: a Public Works Open House on Saturday, May 16 (9 a.m. to noon at the Public Works Operations Center), a truck-routes open house on May 20 (6 p.m. at City Hall), the District 5 code-enforcement community meeting on Wednesday, June 3 (6 p.m. at City Hall), and a resume workshop on May 26 with partner Reach Out. He also reminded the commission and public that Memorial Day city offices will be closed on May 25.
