City engineer Doug Bino said staff’s field inspection found the property met the policy’s practical requirements but that on-site constraints made the rear parking spaces unsuitable for disabled use; staff recommended the minimum 18-foot space be installed at the curb.
Doug Bino summarized the review and policy requirements: “the applicant or guardian must be possession of valid plates for disabled person or disabled veterans issued by the state of California Department of Motor Vehicles,” and a physician-signed statement is required if the applicant cannot travel more than 50 feet between home and vehicle without assistance. He said the portion of Gage Avenue near the address mixes commercial and multifamily uses and that the 18-foot dimension reflects field measurements and the minimum size in the city policy.
Commissioners had no substantive technical questions. The chair called for a motion and the secretary conducted a roll call vote. The transcript records Chairperson David Eradia, Commissioner Edgar Lopez and Commissioner Samuel Perez as voting yes; the motion was approved and will be forwarded to the City Council for its consideration.
