DDA drops splash pad plan; redirects funds to inclusive playscape at Gaudy Park

Director Goen described the reasons: high upfront and operating water costs (staff estimated $13,000–$15,000 in water alone for a three-month operating season), lack of park staffing to manage sanitation and potential safety issues, and concern about drawing down the water-and-sewer fund. He said the DDA will repurpose roughly $350,000 originally planned for the splash pad toward a playscape and complementary elements (parking, stairs and an entrance arch).
Goen said the playscape concept emphasizes accessibility (surfacing options such as poured rubber or turf to allow wheelchair access), sensory elements for children with autism and separate play areas for ages two–five and older children. The DDA also notified council that the existing play structure would remain in place until the new play features are installed and functional; the goal is to have the new playscape in place by the first summer concert in July.

The DDA presentation said the broader capital package for downtown includes other items (facade grants, community promotions) and that the DDA’s return to the general fund remains part of its budget plan. The DDA and city will follow up with design proposals and bidding documents before construction.
