Council approves multiple zoning, safety and budget measures and authorizes Eastgate streetscape grant agreement

During the April 27 meeting the City of Geneva council voted to adopt multiple ordinances and a grant resolution. On third reading the council passed Ordinance 3407 (amending Chapter 438 to prohibit use of engine braking), Ordinance 3408 (amendments to open‑burning rules in Chapter 661.04), Ordinance 3409 (replacement of Part 12 planning and zoning code), Ordinance 3410 (adoption of a fee schedule tied to the updated code) and Ordinance 3411 (adoption of an updated zoning map). The roll‑call votes reflected affirmative votes by council members recorded during the meeting.
Council also approved Ordinance 3414, a budget amendment through appropriations and/or fund transfers, after a motion to waive three readings and a separate roll‑call to declare the ordinance an emergency. The council approved Resolution 3669 authorizing the city manager to enter a subrecipient grant agreement with Eastgate Regional Council of Governments for downtown revitalization and Depot Street improvements, and declared that resolution an emergency for implementation purposes.
In other business, the council president announced reappointments of David Foot and Robert (Bob) Russell to the Tax Review Board for terms effective Jan. 1, 2026 through Dec. 31, 2027, and the city manager reported a potential lease‑extension negotiation with the county for the Western County Court Geneva operation through April 2027. Several citizens raised minor wording and agenda‑printing corrections to ordinance titles during the second citizens portion; staff acknowledged the printing errors and said they would correct the agenda language in future materials.
The meeting concluded with a motion, second and roll‑call to enter executive session to consider property purchase/sale and personnel matters for the street department; council said no additional business would be conducted after reconvening.
