Moturi described repeated incidents that left him living in fear, culminating in an attack that caused serious injuries. "I WAS FORCED TO WATCH THE POLICE CHIEF AND THE MAYOR THROW DIRT ON MY NAME," Moturi said, describing a press response he considered unfair and lacking accountability. He told the committee he has not seen meaningful disciplinary action for officers who handled his case and asked that officers who "acted poorly" be punished and that Chief O'Hara not be reappointed.
Committee members thanked Moturi for testifying and framed his experience as broader than a neighbor dispute. Councilmember Wonsley called the episode a hate crime and urged the committee and city to ensure victims are not steered toward mediation that minimizes serious offenses. Vice Chair Stevenson and others expressed empathy and said the committee would follow audit recommendations and pursue further oversight.
At the meeting the committee received and filed the internal review of the shooting and directed staff to track and report on after-action recommendations; a separate legislative directive to monitor implementation was forwarded to the full council.
