Trustee Cordova said she had intended only to second ‘‘direction’’ to seek guidance from village officials about the legal scope of ordinances, not to enact a ban immediately. "What I wanted was more of guideline on what we can and cannot do with certain businesses," she said, asking whether the board can legally prohibit certain uses in Villa Park.
Another trustee characterized his earlier motion differently, saying his goal was to bar any new locations while allowing existing businesses to continue operating. "My motion was to not allow any further gaming throughout all of Villa Park," he said, clarifying he meant additional locations rather than closing existing establishments.
Board members and the presiding officer spent several minutes clarifying which action was on the table and whether the motion to reconsider applied. Because no other trustee seconded the motion to reconsider, the board’s presiding officer stated that the motion would not be considered at the May 11 meeting.
Despite the procedural dead end, trustees directed Village Attorney Terry Morton and Village Manager Revis to prepare materials for the next stated meeting. Attorney Morton confirmed, "this will be on the agenda under ordinances for first reading next week," referring to the May 18 meeting. That placement will allow trustees to receive formal drafting and legal guidance before any vote.
The board completed other routine business and adjourned at 8:56 p.m. The discussion on prohibiting new business types — and whether the village can legally do so for categories such as video gaming or motor‑vehicle repair — is scheduled for first reading on the board’s May 18 agenda.
